My Lords, my attention has been called to the fact that the Preamble recites that "doubts have arisen," and having recited that there are doubts the Bill does not proceed to solve them, but only proceeds to deal with the question of limiting the amounts in degree. As I have never yet found any good to arise from Preambles, but sometimes a considerable amount of evil, I propose to amend the first clause with a view to the omission of those words in the Preamble.
