THE LORD CHANCELLOR

My Lords, this Bill is, I believe, identical in most of its provisions with a Bill which was proposed by the noble Lord opposite in 1883. It is practically to give greater facilities for the performance of the work of the Court of Chancery in the County Palatine. The matter to Liverpool, Manchester, and, indeed, the whole of Lancashire is, of course, extremely important. There are a great number of places in regard to which it is very desirable to give facilities for the trial of cases in the County Palatine, and it is the object of this Bill to remove the difficulties at present standing in the way. My Lords, I have stated the substance of the Bill, and I move that it be read a second time.
