I do not propose now to ask your Lordships to consider this Bill. It is one affecting the interests of a very large body of people in Scotland; but as I understand that not only is there no prospect of the Bill passing in the other House of Parliament, but that it is not possible even for the Bill to receive consideration in that House, I think the most respectful course to this House is not to ask your Lordships to consider the Bill now. I propose to take an early opportunity of re-introducing it on another occasion. I therefore beg to move that the Order for Second Reading be discharged.
