My Lords, this is a measure which is intended to settle the pensions of certain workmen in the manufacturing and store establishments of the War Department. Those workmen who entered before December, 1861, were provided for by the Act of 1873. This Bill allows the men who entered between December, 1861, and June, 1870, to count for pension their service up to 1889, as it is open to doubt whether they were made aware at the time of the alterations made in the pension system. The matter has been very carefully considered. The Government are anxious to meet the claims put forward on behalf of the men in a fair and equitable manner, and have, therefore, introduced this measure.
