Order of the Day for the Second Reading, read.

My Lords, in moving that this Bill be read a second time, I may, perhaps, be allowed to explain, as briefly as possible, the object of the Bill. Shortly stated, its object is to put orchards upon the same footing as woodlands, gardens, and nursery grounds with regard to rating for sanitary purposes.
