An Act to alter the Constitution of the Fishery Board for Scotland, and to amend the laws in respect of the mussel fisheries in Scotland.I had hoped your Lordships would have passed the Bill before the Recess, but circumstances over which we had no control prevented that. I have now, therefore, only to ask your Lordships to read the Bill a first time.
