I have to ask your Lordships to allow me to introduce a Bill entitled—— An Act to alter the Constitution of the Fishery Board for Scotland, and to amend the laws in respect of the mussel fisheries in Scotland. I had hoped your Lordships would have passed the Bill before the Recess, but circumstances over which we had no control prevented that. I have now, therefore, only to ask your Lordships to read the Bill a first time.
