THE LORD PRIVY SEAL (Earl CADOGAN)

This Bill has for its object to provide for the payment of clerks of Unions and collectors of poor rate in Ireland in respect of the additional duties imposed upon them by the change in the Parliamentary Franchise made in 1884, which duties are very onerous and important. At that time no provision was made for any payment to the poor rates collectors or clerks of Unions, and they were left without any remuneration for the work they had to do under the Parliamentary Franchise Act, although some Boards of Guardians have been in the habit of paying clerks of Unions for it. This Bill is for the purpose of making proper provision for payment to these officials. It has passed the other House without opposition, and I beg to move that it be read a second time.
