My Lords, in moving the Second Reading of this Bill, I may state that its object is to enable the Courts to do that which is daily becoming more difficult—namely, to carry further the uniformity of interpretation of the forms used in Statutes, instances constantly occurring of different meanings being given to the same Act of Parliament.
