Order of the 31st of May last, re-committing the Bill to a Committee of the Whole House, read.

My Lords, as the Bill which I have introduced dealing with this sub- ject has had the essence taken out of it by the Standing Committee, although the principle of the Bill has been frequently affirmed by this House, I think the Bill had better be withdrawn. I think the Standing Committee has acted ultra vires, and I have determined to withdraw the Bill. In conjunction with the Smoke Abatement Institute, of which the Duke of Westminster is Chairman, I am endeavouring to frame a new Bill, which I expect to be able to lay on the Table during the present Session.
