§ Order of the Day for the Second Reading read.
* LORD BALFOURMy Lords, in moving the Second Reading of this Bill, I need trouble your Lordships with only a few observations. The Telegraph 671 Acts are already applied to the Isle of Man with one exception, namely, the Act of 1878, but various difficulties have been found in the working of those Telegraph Acts, because the phraseology of the Acts is not suited to the executive and judicial machinery of the Isle of Man. This Bill is really an interpretation Bill, in that it applies the phraseology of the Telegraph Acts so as to suit that executive and official machinery; and by another clause it applies the Telegraph Act of 1878 to the island. There is really nothing else in the Bill than those provisions, and I beg to move that it be read a second time.
