My Lords, the Bill which I ask your Lordships to read a second time is not by any means an ambitious measure. The Sheriff in Scotland exercises a very cheap and summary jurisdiction in cases for the recovery of debts not exceeding £12. The first object of the Bill is to extend the jurisdiction to the case of an owner whose goods are unlawfully detained, and who shows that they are under the value of £12. The remaining clauses of the Bill relate to alterations in the procedure of the Court, which, it appears to me, will be of considerable value.
