* LORD BALFOURMy Lords, I have to move—
That the Order made on the 5th day of March last, 'That no Bill brought from the 70 House of Commons confirming any Provisional Order or Provisional Certificate shall be read a second time after Friday the 28th day of June next,' be dispensed with, and that the Bill be read 2ª.All the requirements of the Tramways Act, 1870, which have to be complied with before a Provisional Order can be introduced into the House of Commons, were complied with in this case, and the Bill was introduced into the other House of Parliament on the 17th May. On one single Order it was opposed, but it did not come before the Committee until the 27th June, that is a month and 10 days after the Bill first came before Parliament. The Committee reported in favour of the Order; but the delay which occurred before the Committee was appointed has made it impossible for us to comply with the Standing Orders and Sessional Orders in regard to this Bill. I hope, therefore, your Lordships will on this occasion suspend the Standing Orders.
