THE MARQUESS OF LOTHIANConsidering the lateness of the hour and the amount of labour that we have gone through on a Scotch subject already, I would simply ask your Lordships' permission to read the Bill a second time, proposing on the Committee stage to make whatever statement may be necessary to commend the Bill to the House.
