EARL SPENCER

said, he believed it was now perceived that the Bill did not meet a case which he adduced when the Bill was in Committee. He was not now prepared with a clause, but he trusted that if it were found practicable to frame a clause, the object he had in view would be attained when the Bill was in Committee in the other House.

THE LORD CHANCELLOR (Lord HALSBURY)

said, there was some doubt in the matter; but he was inclined to think that the noble Earl was right, and if it turned out to be so he should have no objection to the necessary amendment of the Bill.

LORD BALFOUR

said, the communications that had taken place had reduced the matter at issue to a small point, which should be fully considered before the Bill reached the stage of Committee in the other House.

Motion agreed to; Bill read 3a accordingly; Amendments made; Bill passed, and sent to the Commons.
