THE EARL OF ROSEBERY

, in moving that the Bill be now read a second time, said, that its object was to enable provident and industrial societies having investments in Companies' funds to be represented on the Boards of those Companies by such of their members as were not ordinary shareholders. The measure had passed through the other House.
