I have received this morning the following telegram from Sir Arthur Havelock, dated Pietermaritzburg, July 18:— Improvement in situation of affairs, Zululand. Referring to my telegram of 8th July, Osborn reports movement of Hlopekulu has largely checked spirit of disaffection and alarm. Magistrate of district Lower Umfolosi gave assistance without opposition, and his proper authority strengthened by establishment of advanced posts near him.
