Order of the Day for the Second Reading, read.

LORD HERSCHELL

, in moving that the Bill be now read a second time, explained that its object was to enable the University to hold lands in Mortmain, provided they disposed of them within a certain time. The 2nd section would place the Victoria University in the same position as the Universities of Cambridge and London with respect to examinations.
