I wish to ask the noble Viscount the Secretary of State for India, Whether he will be able to lay upon the Table of the House the Report which I understand has been received from the Commission in India on the Civil Service of that Empire.

My Lords, I should not like to answer the Question of the noble Earl opposite without taking the first opportunity of tendering my thanks to Sir Charles Aitchison and Sir Charles Turner, and the other Gentleman engaged with them on that Commission, for the great pains and trouble they have taken in sifting the matter through and making a Report. As to the Question of the noble Earl, my answer is that I received a telegram from the Viceroy the other day asking me whether I had any objection to the publication of the Report at once. My answer was that I had none, and unless I hear again from him in the course of the week I will lay the Report on the Table.
