asked the Lord President of the Council, Whether Her Majesty's Government propose to refer the question of granting a new Charter to the Royal College of Surgeons of England to the Commission about to be appointed (or already appointed) to consider the question of the formation of a new University?

The Petition of the Royal College of Surgeons is not for a new Charter, but for a supplementary Charter to that already existing. I do not think that the points raised in it, though of some importance, can properly be referred to the Commission which is about to be appointed to consider the question of a new University.
