Order of the Day for the Second Reading, read.

LORD BRABOURNE,

in moving that the Bill be now read the second time, said, its object was to remove the unfair regulation which made every person on board a ship on which smuggled goods were found, liable to the penalties for smuggling. The Bill proposed that the liability should only accrue in case it could be shown that the person charged was concerned in or privy to the illegal act. The measure had passed the other House of Parliament without opposition.
