Order of the Day for the Second Reading, read.

Moved, "That the Order made on the 3rd day of March last, 'That no Provisional Order Con- firmation Bill brought from the House of Commons shall be read a second time after Friday, the 1st day of July next,' be dispensed with, and that the Bill be read a second time."—(The Lord President.)

THE CHAIRMAN OF COMMITTEES (The Duke of BUCKINGHAM and CHANDOS)

called attention to the late period of the Session, and declared that it was important that such a measure as this should be dealt with at an earlier date. The Bill was brought up on the 11th July, but no effort had been made to pass it until now. He would impress upon the noble Viscount the necessity of dealing with these Bills as soon as possible.

THE LORD PRESIDENT OF THE COUNCIL (Viscount CRANBROOK)

said, that he was not responsible for the delay which had occurred. He had only moved the second reading on behalf of his noble Friend (Earl Cadogan)
