LORD HERSCHELL

said, that all their Lordships were agreed that where, in fact, the right of forfeiture was not of any pecuniary value at all, which was the case in the vast majority of instances, it ought to be excluded from consideration. He proposed, on the third Reading, to move an Amendment to that effect.
