asked Her Majesty's Government, When effect is to be given to the decision of the Lords Commissioners of Her Majesty's Treasury, which was communicated by their Lordships to the War Office on the 19th November, 1886, with regard to naval and military officers on the active and retired lists serving under Colonial Governments?

The decision of the Treasury, as I understand, cannot be carried out without the preliminary sanction of the House of Commons. A Bill is before the other House which would have the effect of confirming that sanction. I will not prophesy as to the fate of the Bill; but if it passes the decision of the Treasury will be carried out.
