I wish to ask the noble Marquess the Secretary of State for Foreign Affairs, Whether he is able to confirm or contradict a telegram which has appeared in The Standard of to-day, stating that an American and Chinese bank has been established, with a capital of £200,000,000 sterling?

No; I have received no information on the subject; but it is fair to say that, this being a matter not directly concerned with the Foreign Office, our representative may not have thought it worth the expense of telegraphing.
