Order of the Day for the Second Reading read.

THE LORD PRIVY SEAL (Earl CADOGAN)

, in moving that the Bill be now read a second time, said, that it was for the purpose of giving the Royal Commission which had been appointed to investigate the disturbances at Belfast powers they would not possess under the ordinary law. The chief powers were those of enforcing the attendance of witnesses, of examining them on oath, affirmation, or otherwise, compelling the production of documents, and punishing persons guilty of contempt.
