THE LORD CHANCELLOR (Lord HERSCHELL)

said, he was of opinion that it would be desirable to provide that applications by father or mother for custody or access should be made ex parte, so as to avoid the annoyance of repeated summonses. He would, therefore, on the third reading, move an Amendment giving power to frame rules; and, in the framing of those rules, he should endeavour to have this object attained.
