My Lords, I beg to lay on the Table, and ask your Lordships to give a first reading to, the Secretary for Scotland Bill; and I desire, in doing so, to point out the main differences that exist between that Bill and the Bill which is already familiar to your Lordships. The first of these—and there are only the two—is that the ancient Office of Keeper of the Great Seal of Scotland, now vacant, will be attached to the Office of the Secretary of State; and the second is this—that primary, secondary, and University education in Scotland should be under the control of the new Department.
