Order of the Day for the Second Reading read.

After the reception which your Lordships gave to the observations made on this subject the other day by the noble Marquess and by myself, it does not require any words of mine to commend this Bill to your Lordships, and I therefore move the second reading of the Bill. I think your Lordships will be of opinion that this is a Bill with regard to which the Standing Orders should be suspended.
