THE EARL OF DERBY

, in presenting a Bill to constitute a Federal Council of Australasia, said, he believed it would be more convenient to their Lordships if he were to make a statement with respect to it on the Motion for the second reading. He supposed there would be no objection to the Bill being read a first time, and he would be prepared to move the second reading on Tuesday next.
