§ LORD CARLINGFORD (LORD PRESIDENT of the COUNCIL)My Lords, the Memorial to the Education Department can and will be laid upon the Table, together with the answer which the Department has made. With respect to their Report from the School Management Committee the case is different. I have no doubt that the noble Earl is 1255 entitled, as a ratepayer, to see it if he pleases, though, if there is any difficulty about it, I shall he glad to assist him in the matter; but it would not be usual to make these Reports Parliamentary Papers.
