said, he had been misinterpreted in some remarks made by him the other night on the subject of flogging. He did not advocate that corporal punishment should at once be re-introduced into the Army with the old conditions, or even, at present, under the recent limited application of it; but distinctly guarded himself from any misunderstanding by saying that he submitted that this form of punishment should only be made use of when troops were on active service, or during a state of war or tumult.
