LORD CARLINGFORD (LORD PRESIDENT of the COUNCIL)

explained that some Unions in the West of Ireland, for the purpose of relieving distress, exceeded their legal borrowing powers with the permission of the Government; and the clauses to which the noble Earl referred were for the purpose of giving them a legal indemnity.
