Order of the Day for the Second Reading read.

LORD CARLINGFORD (LORD PRESIDENT of the COUNCIL),

in moving that the Bill be now read a second time, said, the Bill was for the temporary relief of Unions in certain parts of Ireland which were weighed down with poor rates, and were unable to relieve the destitute poor without some further assistance than they had already obtained. The Bill proposed to relieve them by way of grants and loans, and also to indemnify them as to sums of money which they had already borrowed without legal powers. The sum mentioned in the Bill as the limit was £50,000; but it was not thought that it would be necessary to take anything like that sum. He trusted their Lordships would give the Bill a second reading.

Moved, "That the Bill be now read 2a."—(The Lord President.)

Motion agreed to; Bill read 2a accordingly, and committed to a Committee of the Whole House To-morrow.
