§ THE MARQUESS OF SALISBURYMy Lords, I have given Notice to the noble Earl the Secretary of State for Foreign Affairs of a Question which I wish to put with respect to the Conference on the condition of Egypt. I wish to know whether the Conference which has now assembled, or is assembling, at Constantinople has assembled without the consent of the Porte? I am told that the noble Earl is not likely to be present. I do not know whether any other Member of the Government can answer the Question.
