EARL SPENCER moved, in Clause 6, page line 15, after ("rate") insert— ("Also if it appears to be required by the special circumstances of the case for enabling the conservancy board to execute outfall works beyond the limits of their district.") The noble Earl pointed out that the Amendment might be necessary to enable the Boards to improve outfalls, without which improvement upland works might be useless.
