Order of the Day for the Second Reading read.

LORD MOUNT TEMPLE

, in moving that the Bill be now read a second time, explained that its object was to enable certain trustees and others, owners of inclosed grounds in the Metropolis, to enter into arrangements with public bodies to throw them open for the recreation of the people.
