My Lords, I am sure the noble and learned Lord on the Woolsack and the noble and learned Earl opposite will forgive me for the irregularity of interposing in the Business of the House; but I wish to inform your Lordships that later telegrams which have been received this evening give a much more favourable account of the condition of the President of the United States than those received in the earlier part of the day.
