Order of the Day for the Second Reading, read.

LORD NORTON,

in moving that the Bill be now read a second time, said, its object was to give greater facilities for the education of blind and deaf-mute children. The Bill would give extended powers to Boards of Guardians to send pauper children to Deaf and Blind Institutions, and would also enable them to deal with those children whose parents were unable, wholly or partially, to bear the expense of sending their children to such Institutions. The 4th clause gave power to build Institutions for such children, but gave no borrowing powers.

THE DUKE OF RICHMOND AND GORDON

said, that Guardians had already great powers, under existing Acts of Parliament, to send pauper children to certain asylums. This Bill proposed a serious extension of their powers, and he thought it ought not to proceed further. He would have important Amendments to propose to it in Committee.

Motion agreed to: Bill read 2a accordingly, and committed to a Committee of the Whole House To-morrow.
