In reply to Earl DE LA WARR,

EARL SPENCER

said, that it gave power to the attendance committees, without a requisition from the parish, to make such bye-laws as they could now make on parochial requisition; and it further gave power to the Education Department to make such bye-laws if the attendance committees failed to do so.
