THE LORD CHANCELLORsaid, that, owing to the pressure of Business in the other House, it had been thought desirable that this Bill should be initiated in their Lordships' House; but it had since been discovered that there were considerable difficulties involved in that course, and he therefore proposed that the Order should be discharged, and the Bill withdrawn.
