Order of the Day for the Second Reading, read.

THE LORD CHANCELLOR

said, that, owing to the pressure of Business in the other House, it had been thought desirable that this Bill should be initiated in their Lordships' House; but it had since been discovered that there were considerable difficulties involved in that course, and he therefore proposed that the Order should be discharged, and the Bill withdrawn.
