THE EARL OF ROSEBERY

, in moving that the Bill be now read a second time, said, it was a very small measure which had already passed through the other House of Parliament with the consent of Her Majesty's Government. Its object was simply to remove a doubt as to the General Police and Improvement (Scotland) Act, 1862, in regard to the tenure of office of Chief Magistrate of certain police burghs, and also to make the date of election uniform.

Motion agreed to; Bill read 2a accordingly, and committed to a Committee of the Whole House To-morrow.
