§ THE EARL OF REDESDALEsaid, the Bill made considerable alteration in an Act which had been in operation for 15 years, and different authorities were, in some cases, substituted for those who had hitherto been found to work well.
§ LORD CARLINGFORDreplied that the Bill had been introduced with the universal consent of all those who had had any experience in regard to the drainage of land in Ireland.
