THE EARL OF GALLOWAY

said, that on previous occasions when this Bill had been before the House, he had been of opinion that instead of the letter "D" being branded on deserters, it would be better to mark all who entered the Army to show they were soldiers. Since the discussion which had taken place and the arguments he had heard, however, he had come to the conclusion that it would be better to revert to the old system.
