My Lords—As your Lordships are always desirous of receiving the latest information which it may be in the power of the Government to communicate with regard to the unfortunate affairs now passing in the East, I take the opportunity of stating that I have received within the last two hours a telegram from our Consul at Galatz which states that 17,000 Russian troops crossed the frontier last night, part at Bolgrad, part at Jassy, and that the Roumanian troops have left Galatz, I have also received from the Russian Ambassador a copy of the Russian Circular which states that orders have been given to the troops to cross the frontier.
