Order of the Day for the Second Reading, read.

THE EARL OF AIRLIE

, in moving that the Bill be now read a second time, said, its object was to assimilate the law of Scotland to that of England respecting the creation of burgesses. As their Lordships were aware, in England the only qualification for the creation of burgesses was that they paid rates; but that was not so in Scotland, and this measure had been introduced by three Members who represented the largest constituencies in Scotland for the purpose of remedying the defect. The qualification for burgesses would simply consist of the payment of rates.

Motion agreed to; Bill read 2a accordingly, and committed to a Committee of the Whole House on Monday next.
