asked the noble Lord at the head of the Foreign Office, Whether he would lay on the Table any Correspondence which might have passed in regard to claims made by the Governments of Austria, Germany, and Russia to negotiate commercial Treaties with Roumania and Servia without the intervention of the Porte?

replied that the Correspondence in question could not be produced at present, except in a partial and incomplete form, and that it would, therefore, be more convenient and more for the public interest to defer the publication. If, however, the negotiations should continue much longer he would in the course of the present Session, although no definite conclusion might have been reached, place on the Table of the House such of the Papers as it would then be possible for him to present.
