, in moving that the Bill be now read the second time, said, it was one to enable regulations for the traffic of Dublin to be made by the Chief Commissioner of Police, with the approval of the Corporation of that city and of the Recorder sitting in open court.

Moved, "That the Bill be now read 2a—(The Lord President.)
