said, he was prepared to answer the Question. At the same time, he must suggest that it was neither desirable nor in accordance with the custom of their Lordships' House that Questions should be put without formal Notice on the Paper. The Commission had been made out and sent to the Queen for Her Majesty's approval. As soon as it had received Her Majesty's signature there was no reason why the Commissioners should not commence their work.
