I beg to give Notice that on the Motion that the Army Regulation Bill be read a second time I shall move the following Resolution in lieu thereof:— That this House is unwilling to assent to a second reading of this Bill until it has had laid before it, either by Her Majesty's Government or through the medium of an inquiry and Report of a Royal Commission, a complete and comprehensive scheme for the first appointment, promotion, and retirement of officers; for the amalgamation of the Regular and Auxiliary Land Forces; and for securing the other changes necessary to place the military system of the country on a sound and efficient basis.
