suggested that the powers proposed to be given to the Governor General in Council and the Councils of Madras and Bombay should be confined to the non-Regulation Provinces.

THE DUKE OF ARGYLL

said, the Bill, in giving rather more despotic powers to the Governor General, made no distinction between the Regulation and non-Regulation Provinces. There might in the former be emergencies, such as actual or threatened insurrection, which would call for speedy and despotic powers, and it was, therefore, desirable to give some latitude.
